The deadly hit-and-run happened shortly before 2:30 a.m. on Sunday, Jan. 11, along the outer loop of I-695 between Providence Road and Delaney Valley Road, according to Maryland State Police.
The victim was identified as Ahmed Waqus Qayun Kahn, who was pronounced dead at the scene by first responders.
Troopers said Kahn had exited a 2014 Toyota Camry and was standing on the left shoulder after the car struck the rear of a Mitsubishi Outlander that had become disabled in the left lane following a collision with a concrete barrier.
Police said the occupants of both vehicles were on the shoulder when a Chevy Equinox swerved to avoid the Toyota and struck Kahn.
The driver of the Chevy then got out and ran from the scene, investigators said.
State police believe the suspect vehicle is a 2025 red Chevy Equinox with damage to the front and passenger side.
No other injuries were reported.
The Maryland State Police Crash Team is leading the investigation, which remains active and ongoing.
Traffic on I-695 was shut down for approximately three hours while investigators worked the scene, with assistance from the Maryland Department of Transportation State Highway Administration, according to officials.
